Bargaining. The CAPS Bargaining Updates over the last couple weeks have announced the Total Tentative Agreement, reached between the State and the CAPS Bargaining Team on December 16, 2022, a schedule of ratification worksite meetings, a ratification resources page on the CAPS website, and information on voting. Ballots have been released to personal email addresses only – to ensure integrity of the vote, no state emails can receive ballots. It’s the new year, have you checked your OPF? Your Official Personnel File (OPF) contains documents that describe your employment with the State of California. Personnel documents that may be included in your OPF can be routine, such as your original application, copies of Notices of Personnel Actions (NOPAs), insurance forms, training certificates, and so on. Occasionally, however, the OPF may contain items that can be interpreted as negative in nature, such as copies of Adverse Actions or Counseling Memos. As a State Scientist, you have the right to have materials of a negative nature removed from your file after three years have elapsed, given no related occurrences have taken place since, at your request (CAPS MOU, Section 19.3, Subsection G).
Didn’t Use Your Holiday ITO? If you did not use your Holiday Informal Time Off (ITO), it can be carried over. Holiday ITO may not be cashed out upon retirement, but it does follow an employee from department to department. “If administratively feasible,” the ITO should be used prior to June 30, 2022.You can read all about Holiday ITO in CalHR Manual 2111.
