Board Meeting Actions. The quarterly CAPS Board of Directors’ Meeting was held last Saturday, May 21, 2022. Actions by the Board of Directors included:
- Approving the minutes of the February 5, 2022 Board of Directors Meeting, as amended.
- Approving CAPS Local Rep Rae Vander Werf as a replacement for Vice President Daniel Ellis on the Representation Committee.
- Approving CAPS Local Rep Stephanie Lewis as Chair of the Elections Committee.
- Authorizing the Member Action Committee to operate a Slack worksite for the Contract Action Team (CAT) members to promote and coordinate union actions.
In addition, the CAPS Board of Directors endorsed various legislative candidates on May 2, 2022.
The next meeting is scheduled for Saturday, August 20, 2022 at the DoubleTree by Hilton Berkeley Marina.

Disability Insurance Education Campaign and Survey. Over the last several weeks, CAPS has released a series of infographics and messages that have attempted to better educate the membership on both the Disability Insurance program that CAPS and half of State Bargaining Units participate in, Non-Industrial Disability Insurance (NDI) (or Enhanced Non-Industrial Disability Insurance (ENDI), depending on which leave credit program one subscribes to), and the other Disability Insurance program subscribed to by the other half of State Bargaining Units and most of the private sector, State Disability Insurance (SDI). Now, the CAPS Bargaining Team, in conjunction with the Family and Medical Leave Working Group comprised of several active CAPS Members, is asking for your input regarding family and medical leave benefits. The CAPS Bargaining Team will consider results in this and future rounds of bargaining with the State of California.

May 10, 2022. CAPS Requests Meet and Confer Over CalEPA Telework Policy. CalEPA sent CAPS the draft agency-wide telework policy for review. After Board and Staff review, CAPS sent back several suggestions and a formal request to meet-and-confer over the terms of the policy before it goes into effect. Of note included CAPS’ objection to BDOs being given the ability to set a maximum number of telework days per week, noting the logical fallacy used in the policy to justify the need for employees to meet in-person, and the characterization of telework as a privilege, not a right, among many other concerns. Now, the agency must entertain a Meet and Confer with CAPS ahead of the policy’s official release, pursuant to the CAPS MOU and the Dills Act.
