CAPS 2020 Primary Election Recommendations. As you may be aware, the California primary election has been moved up this year to Tuesday, March 3, 2020. Each election year, CAPS evaluates the records of dozens of candidates running for state legislative offices. Based on each candidate’s experience, record in public office, and stated positions on issues affecting our members, CAPS has endorsed 72 candidates for State Assembly and Senate on the March primary ballot. Our recommendations can be found here. In a number of races, CAPS has yet to make an endorsement or chose to make no recommendation.

Public Service Loan Forgiveness Program. Individuals who received a federal student loan under the William D. Ford Direct Student Loan Program (often referred to as a direct loan), or who have consolidated their other types of federal student loans into a Direct Consolidation Loan may qualify for loan forgiveness through the Public Service Loan Forgiveness Program. In order to qualify, applicants must work full-time for a government organization at any level, have made 120 qualifying monthly payments (ten years of monthly payments) after October 1, 2007, and repay their loans under an income-driven repayment plan. Man pleads guilty to dumping massive amount of polluted water into Stockton sewers. A former employee of a Stockton biofuel manufacturer pleaded guilty in federal court to dumping hundreds of thousands of gallons of industrial wastewater into the city’s sewer system, prosecutors said this week. The case was investigated by the federal Environmental Protection Agency, San Joaquin County’s district attorney office and environmental health department, Stockton’s utilities department, the Port of Stockton, and the California Department of Toxic Substances Control.
