Supervisor’s Committee Annual Meet and Confer Scheduled. The CAPS Supervisor’s Committee’s annual Meet and Confer with CalHR has been scheduled for Friday, August 19, 2022. The Committee will use the meeting to discuss items of importance to CAPS Supervisory members, including wages; direct report to supervisor ratios; workload; geopay; and others. Supervisory Members Question Pay Raises for 2022. The State of California has not announced any raises for 2022 for any Supervisory or Managerial Employees tied to any Rank-and-File Bargaining Unit currently at the table with CalHR for a successor MOU. CAPS does not expect to hear about raises for any Unit 10 (Rank-and-File or Excluded) employees until mid-August at the earliest, when both the Supervisor’s Committee and the CAPS Rank-and-File Bargaining team have concluded meeting with CalHR for the year. CAPS will keep the membership updated of any news regarding pay raises as information is released.

Telework Questions Abound. Many Departments have gone back and forth regarding blanket requirements for in-office days for teleworking employees. Since the announcement of the draft, then final Statewide Telework Policy, CAPS has been advocating with CalHR, DGS, and individual departments for all members to be allowed maximum flexibility when it comes to their telework agreements. CAPS understands that a one-size-fits-all approach is not productive, nor appropriate according to the Statewide Policy, which states that employees should be “authorized to participate to the fullest extent possible.” Currently, as far as CAPS is aware, no department has a standing policy requiring a certain number of in-office days for the department. CalPERS Released Preliminary Health Plan Premium Rates. The CalPERS Pension and Health Benefits Committee are working with the health plans to release final rates for Board approval in July. However, at the Committee’s June meeting, preliminary rates were released for 2023. All projected 2023 HMO rates can be viewed here, and PPO rates here.

Additionally, within the agenda, a number of service area expansions, new health plans and benefit design changes were mentioned that had been approved at their November meeting. You can view the agenda items here. Overall, premiums are projected to go up an average of 6.8% over the 2022 rates. CAPS will provide members with the new rates, employee contributions for each plan, and changes from the current year once the information is released from CalPERS.
