CalPERS 2021 Health Plan Rates Released. The CalPERS Board of Administration has approved new healthcare plan rates for 2021. The overall average increase over the 2020 rates is 4.32%. PLP 2020 Effective July 1. As we reported in a CAPS Alert last Thursday, CalHR released guidelines for so-called excluded employees with regard to the legislatively-required employee compensation reductions. The CAPS membership overwhelmingly approved the side letter agreement between CAPS and the State of California surrounding the employee compensation reductions mandated by the state budget.
